Foreign Investors recently assessing Philippine investment potential came from China, India, Japan, Singapore, Korea, Hong Kong, Taiwan, Malaysia, Indonesia, Sri Lanka, Pakistan, Thailand, Vietnam, Dubai, Abu Dhabi, Sharjah, Oman, Bahrain, Kuwait, Saudi Arabia, USA, Canada, Russia, UK, Germany, Switzerland, Spain, Sweden, Australia, South Africa, Brazil, New Zealand, and other countries. Those who investigated Santa Rosa Laguna were powerfully vocal in their criticism of the corrupt City Vice Mayor.

This caused us in September 2008 to survey an investment group of mixed nationalities on why their research into the activities of Vice Mayor Manuel Manoy Alipon had turned them against investing in Santa Rosa City and had driven them to invest outside the province of Laguna. The coming election led us to call for an update in March 2010.


Q: Are your answers unanimous?
A: Yes, we have all signed a declaration that we discussed your written questions and agreed these written replies.

Q: Would you trust Manuel Manoy Alipon, at present the City Vice Mayor of Santa Rosa Laguna.
A: No. Never. Not even with something small. Never with anything at all.

Q: Why?
A: Because his brain is so addled with egoistic arrogance and self-obsessed corruption that he is permanently incapacitated. He lacks honor and integrity. His corrupt, immoral and unlawful actions speak for themselves. He is totally dishonest and untrustworthy.

Q: On what evidence?
A: On our own business experiences and on experiences of the many many Filipino business people that we do regular business with.

Q: Why is it important to you?
A: The United Nations issued a statement that answers this question better than we could:
“Corruption harms society, undermines democracy, and weakens the rule of law.”
Philippine Catholic Bishops issued a statement that answers this question better than we could:
“Corruption is the worst form of crime, because it kills the common good, it kills the poor, it kills the country. It violates God’s commandments.”
The Philippine Chief Justice, Reynato S. Puno, issued a statement that answers this question better than we could:
“This country does not belong to the powerful. Nor does it belong to the greedy. It belongs to the Filipino whose spirit calls for honesty, for fairness, for justice, for liberty and for prosperity.”


Q: Do you see the Vice Mayor as a threat to Santa Rosa?
A: Without a doubt. Corruption is a destructive force. Manuel Manoy Alipon is destroying all the good things that honest Filipinos were achieving in Santa Rosa City and in other parts of Laguna.

Q: So you think a Vice Mayor has power to cause widespread damage to local society and economy?
A: As an individual, no. Manuel Manoy Alipon leads a gang of illegally armed city staff. By following his orders it is their collusion and their armed extortions and robberies which allow the Vice Mayor's corruption to destroy anything and everything that local people hold dear to them - their families, their homes, their jobs, their livelihoods. Other staff on the payroll at City Hall are also guilty of collusion in his misappropriations of public funds. Alipon's staff share responsibility for his widespread damage to local society and economy, and one day they will inevitably be brought to justice and face the consequences.

Q: How does the damage manifest itself?
A: When there is a public official as corrupt as Manuel Manoy Alipon, the present but soon to be deposed Vice Mayor of Santa Rosa, the society around him degenerates. Contamination spreads like a disease. People first experience the effects of poverty, disease, pollution, crime, and so on. They quickly lose all respect for local government, and soon they lose confidence in the wider national democratic process. Social and economic instability are bad news to Filipino and foreign investors.

Q: Would you ever reconsider your decision not to invest in Santa Rosa City?
A: Yes. Originally we thought that rooting out corruption in Sta. Rosa must only be the job of local Filipinos, not of foreign investors. We have since then reassessed the situation. It is clear to us now that thousands of ordinary Filipinos do not have any resources to oppose the oppressive corrupt politicians who keep them permanently living in poverty with no hope of improvement for their children or their children's children. The experiences of HRLD and LHR are enlightening, and their mission to help the Philippine people is inspirational. Following their convincing presentations, our revised thinking is that we have a humanitarian duty to assist in any way we can - whether by finance or influence or both.

Q: Do you think this will ever happen?
A: If corrupt Manuel Manoy Alipon is defeated in 2010, foreign investors will come rushing to pour millions of dollars into Santa Rosa, creating jobs and prosperity for thousands of people. If local Filipinos are serious about protecting their families and improving their lives, they will use their voting power to elect an honest Vice Mayor in 2010. Already we are financially supporting the campaigns against the corruptions and the criminal gangsterism of Manuel Manoy Alipon.

Q: Is there no corruption in the First World?
A: There is a criminal element in every society and the First World is not immune to corruption, but it has greater transparency with stricter controls and the punishments are much more severe. What makes this possible is that the popular culture is hostile to them. Corruption is not condoned, and corrupt politicians are not admired. The First World rightly considers them to be enemies of the people because they rob the people. Manuel Manoy Alipon is an enemy of the people of Santa Rosa City and the people of Laguna province.

Q: What do you think makes it such a big problem here?
A: Historically, corruption seems to have been accepted and condoned in the Philippines to become the entrenched norm in politics. Such an extraordinarily high level of official corruption oppresses ordinary people who deserve a better life, and it sabotages every genuine attempt to achieve real progress particularly for the millions of people still living in poverty. This is why foreign investors are encouraged to see that nationally and regionally in the 2010 elections so many Filipinos are standing up to denounce corrupt politicians and energetically promote honest candidates to replace them and create widespread prosperity instead of preventing it.

Some of the Santa Rosa investors who moved their businesses out of Laguna after being treacherously robbed by Vice Mayor Alipon authorized us to publish the following extracts from correspondence with other investors.

Don't be sweet-talked into collusion with him in the hope of sharing his unlawful gains. You know that he will never sacrifice his personal profits to help you if you are convicted by implication and go to jail, or to help your families if you are killed or captured in a gun battle. It's no secret that he has made many enemies over the years and is on gangland hit-lists. His days are numbered, but they are his enemies, not yours. You are Manoy's disposable fodder to save his own skin. But what about you and your families? Don't let the Vice Mayor mislead you into thinking that he has a political future. Manuel Manoy Alipon has no future, personal or political. His bloated ego has blown it big time. In one word: forever. If the BIR does not get him for tax avoidance, then he will be hit some day by a hired assassin in revenge for being behind so many past political Santa Rosa slayings or for double-crossing so many of his local business associates. "My personal experience and that of many other foreign investors on a much smaller scale than the global famous-brand corporations is that entrenched corruption extends to local government and that the Philippines is fraught with dangers from corrupt politicians at barangay and city levels. For example anyone planning to invest in Santa Rosa City Laguna suffered enormously from the insidious corruptions of Manuel Manoy Alipon, first as Barangay Balibago Chairman then even more as City Vice Mayor. Frankly we all rejoiced at his demise when local People Power voted for his opponents who welcomed foreign investment to provide new businesses and new jobs which help Filipinos by training them and enabling them to support their families with food, education and medical care. Manuel Manoy Alipon used crooked means to extort more and more money. We paid him 1 million pesos by check drawn on Allied Bank, Sta. Rosa, followed by a further 100,000 pesos in cash. We paid for the 4 giants used in Balibago's 2007 St. Peter Chair festival. We paid for expensive flowers for his father's funeral and mother's birthday. We paid for the hundreds of roses that he gave out on Valentine's Day 2007 as a pre-election publicity stunt. We paid for the printed t-shirts used in his 2007 election campaign. We loaned him 2 air conditioners, a desktop computer with printer/scanner/copier, and a camera with tripod, all for use in his 2007 vice mayoral election campaign. In return Manuel Manoy Alipon sent crook after crook, including his cousin Danny Alipon, to our factory to cheat and rob us. He ripped us off himself by sending us relatives of his cronies to be added to our payroll when we already had more than enough workers for our needs. He ripped us off himself by continually taking away our skilled employees to work on his private house and on barangay projects when we were paying their full-time wages. He ripped us off himself by making us employ 4 full-time security guards and pay for their professional training, although 50% of these costs should have been paid by his trucking company Man-Ali. After the 2007 election, he constantly demanded more. When we refused to pay more, and also refused to get involved in his illegal logging operations, he sent his unlawfully armed Sta. Rosa City staff to occupy the factory for which we were already paying double the rent and had already spent large sums of money on major improvements. He ordered his staff to seize our machines, spare parts, raw materials, and other equipments including our air conditioners, computer peripherals and general supplies. Then he ordered his staff to demolish our workers' barracks and seize our workers' possessions too. Finally he ordered his staff to erect a huge steel entrance gate to keep us out of the commercial lot for which we had been paying not only our own rent and electricity bills but also the rent and electricity bills of his trucking company Man-Ali. Manuel Manoy Alipon's actions forced us out of Santa Rosa City to invest elsewhere. But his obsessive greed and immorality had blinded him to the backlash that his ignominious adulteries and corruptions were creating throughout Laguna. He was summarily expelled by Voter Power in the 2010 Election. When Comelec issued the final results, we joined the thousands and thousands of people who celebrated the expulsion of the most corrupt Vice Mayor in Santa Rosa's history. It was a joyful occasion for us all. In Arnel DC Gomez the City has a younger, honest, honorable Vice Mayor who is worthy of their trust."
